Higher Education is a major force in development of any country. However, there are many obstacles in providing high quality education to masses; things like limited capacity of local universities, the high cost of traveling abroad, cultural conflicts and high tuition fees in the developed countries, the ever increasing number of demanding students, etc.

The International Technological University (ITU) was created on the initiative of some eminent academics, the International Centre for Technical Research (ICTR), London and UNESCO. The ITU was established in 1987 under a resolution of the Twenty-fourth Session of the General Conference of the United Nations Educational, Scientific and Cultural organization (UNESCO), Paris.

The ITU is to provide higher education in science, technology and management to suitably qualified students in developing countries. Its purpose is to narrow the technology gap between developed and developing countries This institute will identify or develop and then make available to constituent colleges high quality learning materials and validate the teaching of these subjects.

Following a study of conventional distance learning programs, and using latest achievements in education technology as well as e-learning methods, ITU produced a program of its own.

Following collapse of the Soviet Union and introduction of TEMPUS programs by European Union, ITU has produces successful European Master Degree courses in all eastern European countries.
